Because the double-bass sounds an octave deeper than notated the original ratio of the two voices to each other was kept by putting up the double bass voice one octave. Often the double-bass has to be played in thumb position but the voice isn't extremely serious at this anyway and completes himself wonderfully with the cello voice.
